Usually they are viewed from a helicopter and firefighters are sent 1-2 km away to start digging the ground and cut off further spread of the fire.

You are right, but there is one big disadvantage, most often one notices a fire that is already spreading when it has started. Remember how in Australia a huge piece of forest burned down and how many animals suffered because they did not notice the fire in time and the weather provoked the spread of the fire.

You could use volunteers, but I don't think that's a good option. Because they may not notice and constant monitoring must be done from above. Volunteers will not see anything from the ground, only smoke.
