My brother calls teenage boys cute in a non sexual way.

The boys he calls cute take it as a good compliment and have no issue with it.

He's not gay or into boys but some boys and teen boys are cute and it's okay to tell them they are cute in a non sexual way.

Just like some people will say how cute your kid is but not mean it in a sexual way.
