Can paying a phone bill build credit?

Does paying cell phone bills on time help to build your credit rating and credit scores?

Paying Cell Phone bills and other Utility bills on time does not improve your credit score since the Utility companies are not lending you money therefore it's not credit so they don't report your on time payments to the credit bureau's.

Now if you don't pay the utility bills or cell phone bills on time and get those services shut off for non payment and they get sent to collections then it will impact and lower your credit rating.
