This would depend on the child’s age, communication skills, and whether he or she finds public diaper changes to be embarrassing.

The change needs to be done if the diaper is dirty enough for you to notice it. It is only a question of the best place to do it.

You should not ask permission to change a diaper on a child.

The child does not need to give the mother or father or parent permission to change their diaper when the diaper change is needed.

As the parent you're in charge of taking care of the child and if you were to ask most toddlers permission to change their diapers you would never get their diaper changed.

Most toddlers don't want to get their diaper changed and could care less if they are wearing a poopy or wet diaper and would refuse to allow you to change their diaper.

I never would ask my kids permission to change their diapers or change their clothes or give them a bath etc.

As the parent I would do those things when needed without getting consent from the child.

Children cannot consent or make good decisions for themselves especially if they are toddlers or babies.

The idea of getting permission or consent from a baby or toddler to change their diaper is absurd.

When your baby or toddler needs a diaper change or a bath etc you change and bathe them even if they put up a fight.

However what you should do if the toddler is old enough to understand what you're saying is to give them a warning beforehand that you're about to change their diaper.

This way they are not taken by surprise while playing etc.

Babies and toddlers will usually be a bit less likely to fight you during the diaper change if they have warning beforehand about the diaper change.
