When is a toddler too big to be wearing diapers and should be potty trained?

Is there an age where a toddler should be fully potty trained and out of diapers?

No one is really too big for diapers but a toddler should be potty trained at least by age 4 and even age 4 is pushing the limits.

At age 4 a child is getting close to be ready for kindergarten so a 4 year old needs to be fully potty trained before age 5 when they typically enter kindergarten.

If at 4 years old the child is still refusing to use the toilet and wants to stay in their diapers then the parents are gonna need to start forcing the issue of potty training or they'll never get them out of diapers and potty trained.
