Some toddlers pee every 20 to 30 minutes and some toddlers only pee as often as every 1 hour or even 2 hours depending on the amount of liquid they drink and how old they are.
Younger toddlers pee more often than older toddlers do as when the toddler gets older they tend to pee less often as they gain bladder control and then release the pee less often.
When potty training a toddler you should take the toddler to the potty and put the toddler on the potty every 20 to 30 minutes.
Set a timer for 20 to 30 minutes and after those 20 to 30 minutes take the toddler to the potty and have them sit on the toilet.
If they don't pee or poop after 5 to 10 minutes then let them off the toilet and try again 20 to 30 minutes later.
One of the main causes of potty training accidents is because the child is having too much fun or is too engrossed in play to listen to their body and make it to the bathroom in time.
Toddlers will usually wipe their butt after they poop by wadding up a piece of toilet paper and then move it around and try to get as much poop off.
In the early years as a toddler it can be difficult for the toddler to fully wipe properly so they may need help.
Show your child how to hold the wipe flat in their hand (not wadded into a ball).

I would not allow a child in these days and times to go alone to a public bathroom until at least 8 years old.
A 3 year old can usually wipe themselves somewhat but they may still require some assistance until around age 4 years old to ensure they get their bottoms clean enough.
It's still good to have the 3 year old help wipe themselves so they will learn but you still may need to assist them.
As your child reaches the age of 3-4 years old, they should be able to wipe their own bottom after a bowel movement.
Essentially, by this age and older, most kids should be able to wipe their own bottoms without much help from an adult and drawing closer to being done with potty training.
A kid is not potty trained if you have to run them to the toilet and remind them all the time.
In those cases it's really the parents that are potty trained.
A child is potty trained when they can go to the toilet on their own, wipe their butt and pull up their pants, clothes etc.
Some kids don't get potty training until after 3 years old whether a girl or boy.
In reality there's no best age but the best age to potty train your toddler whether a girl or boy is when they are ready.
