Charmin Toilet paper is made by Procter & Gamble who also makes soaps and even diapers such as pampers and luvs diapers.

The company Procter & Gamble gets about 33% of the pulp needed to make toilet paper as well as other hygiene products from Canada's boreal forest.

The product is manufactured in the United States.

The company's largest factory is located in Mehoopany, Pennsylvania.

The US does import some toilet paper from China.

However most toilet paper that is used in the USA is made in the USA.

However China does export some of it's brands of toilet paper to the USA.

But the majority of toilet paper made in China stays in China to be used and sometimes goes to other countries.
