Visa Gift Cards are meant to make purchases with and cannot be directly transferred to bank accounts for cash.
There's no real direct way of transferring the balance of the Visa Gift Card to your bank account.
However you can transfer the money to Paypal and then to the bank account or sell the Visa Gift Card for some cash at Kiosks.
To be able to transfer a Visa Gift Card balance to your bank account you could use the Visa Gift Card to make a donation to your Paypal account.
Setup a donation button or link with your Paypal account and then use the Paypal link to make a donation to yourself with the Visa Gift Card.
I've done this before with gift cards that I wanted to get the money off of.
As long as the Visa Gift Card is not for a specific store or online store you can use other Visa Gift Cards for any other purchases.
So as long as your Visa Gift Card can be used at other stores or other merchants you could pay yourself in your Paypal account through a donation.
Then the money can be transferred from your Paypal account to your bank account.
Other than that there's not much else you can do to transfer Visa Gift Card balances to bank accounts directly.
You could however sell the Visa Gift Card through Kiosks or online as well.
There's also Venmo and Venmo lets you add Visa gift card balances as long as the transfer isn't blocked for fraud protection reasons.
