After you order something it can take a few hours or until the next business day to have a label created for your package.

The LBL stands for label so it's shipping label created USPS awaits item.
It means that the postage has been paid for and the shipping label has been printed out and the package is ready to be picked up or taken to the USPS.
It does not mean the package has been shipped yet but it means it's been prepared for shipping.
When the package gets to USPS then the tracking information should update to say accepted.
It can take a few hours or so before the USPS actually gets the item because if it's a business USPS will usually pick up the packages from the business.
