When USPS tracking says shipping label created it means that the person or company shipping the package has printed off a shipping label for the package and has paid for postage.

it does not indicate that the package has been received yet by the USPS but should be in the USPS possession shortly.

The SHIPPING LBL CREATED USPS AWAITS ITEM means that the person or company shipping the package has printed out a postage label and paid for postage.

Then the package will either be picked up by USPS later in the day or be dropped off at a USPS facility.

When USPS tracking says SHIPPING LBL CREATED USPS AWAITS ITEM it means that the shipping label for the package was created and that the USPS is awaiting the item to be picked up or brought to them so that it can be shipped out.

The LBL stands for label so it's shipping label created USPS awaits item.
