The USPS does have a dead letter office but it's not called the dead letter office anymore.
The office that used to be called the dead letter office is now just a lost and found department where lost packages are sorted and found and also dead letters are sorted through and they try to get it back to the sender if possible.
USPS dead mail just means that the mail is non deliverable mail to an address.
