Yes 60 Cotton 40 Polyester will shrink if you you try to make it shrink.
You can easily shrink 60 Cotton 40 Polyester by soaking the 60 Cotton 40 Polyester in some hot water for a few hours or by dipping it in some boiling water for a few minutes.
It can take some effort to get the 60 Cotton 40 Polyester to shrink but it can be done.
To shrink rayon clothing or fabric as well as Linen, and Silk take the fabric and soak the fabric or rayon clothes in warm water for several hours.
Agitate the clothes or fabric with a wooden spoon to disturb the knitting and facilitate shrinkage.
Then dry the rayon fabric on low heat in the dryer or lay on a rack in a warm room.
