A hard wired light means that the light is wired directly into a circuit with romex wire or other wire and not plugged into an outlet.
If a light is plugged into an outlet then it's not hardwired.
But if a light is hardwired it is wired directly with the wire into a circuit and does not plug in.
The hardwired light is wired into the circuit and a switch on the wall to turn the light on and off.
For example the lights in your house are hardwired using copper romex that is wired from the electrical breaker box to your light switch.
If something uses a cord to plug in then it's not hardwired but if you don't have a cord to plug in the light or appliance then it's hardwired.
