The temperature at which water freezes is 32 F or below.
However if the wind is blowing and there's a wind chill that makes the temperature feel lower than 37 F then water can freeze when it's 37 F degrees out.
I have had water pipes freeze when it was 40 F out but the wind was blowing on the exposed pipes and the wind chill was 25 F.
I was told in science class that water could not freeze above 32 F even with wind chill.
But I have personally experienced the opposite and my water pipes did freeze.
So yes water can freeze at 37 F or above if the wind is blowing hard enough to cool the water pipes down or cool the water down enough to freeze it.
