There's no limit to the amount of cash you can withdraw from your bank account as long as you have the funds available in your bank account.
However banks usually have a limit to the amount of cash they actually have on hand.
But for example if you want to withdraw $10,000.00 they might not have all that cash available at the time of withdraw.
However you might be able to withdraw part of the cash at one bank and then go to another bank branch
and withdraw the other half.
ATM machines usually have a limit of cash per transaction that you can withdraw at one time but as long as the ATM machine has the cash in it you could withdraw as much cash as you have in your bank.
But some ATM machines may put a limit on to the amount of cash you can withdraw to keep cash available for other ATM users.

If someone steals an ATM or tries to steal the ATM machine or breaks into the ATM machine the person will be caught on video camera.
The ATM is always being watched with video cameras no matter who owns the ATM machine.
Cameras are everywhere now and it's really hard for someone to get by with breaking into an ATM machine or stealing an ATM machine.
Even when someone wears a mask to cover their face they can still be caught especially if the vehicle or some other feature of the person is caught on camera.
Someone may recognize the clothing the person is wearing as well.
