32 F degrees is the temperature at which water will freeze.
If there is wind then the wind chill could cause the water pipes to freeze at a higher temperature of 40 F which has happened to me.
last winter it was 40 F out and the wind was blowing and my outside water faucet where the pipe was exposed to the wind frozen within 2 hours of the wind blowing that 40 F degree air around.
Those pipes being exposed to the wind froze faster because the cold air felt colder to me as well as the wind was taking the warmer air away from the water pipe.
So the water pipe froze because the wind chill affected the water pipe.
However if the wind is not blowing then the water or water pipes will freeze at a temperature of 32 F or below.
