Most 2 year olds can count up to at least 10.
However I've babysat some 2 year olds that could easily count up to 50 but most 2 year olds only count to 10 or 15 at most.
All 2 year olds are different and learn at different paces so if your 2 year old is not counting up to the same numbers as another 2 year old then there's nothing wrong with them.
All kids are different and what may be easy for one kid to learn may be harder for another kid of the same age to learn.
I first son when he was 2 could count up to 20 and then my second son when he was 2 could only count up to 10.
They also learn to read at different paces as well.
Eventually the kid will learn the counting and reading as they grow up and you and the teachers teach them.
