Yes it's okay if a 3 year old boy is still in Pampers Diapers full time.
A lot of 3 year old boys wear Pampers diapers and other brands of diapers all the time and nothing is wrong with that.
Some kids are potty trained and out of diapers by 18 months to 2 years and some boys don't potty train until after 3 years old.
But if your 3 year old wants to wear pampers diapers he should be allowed too.
Or if it's someone else's 3 year old they should be allowed to wear diapers as well.
Some 4 year olds even wear diapers all the time and that is okay as well.

There's no age limit to wearing or using diapers and if your 4 year old son is comfortable wearing and using diapers then he should be allowed to wear them.
I would just keep him in diapers and then home school him when he needs to start school.
