How should diapers fit a baby?

Should diapers on a baby fit loosely or tight?

A babies diaper should fit tight enough not to leak but not too tight that you can't get 2 fingers easily under the waist band.

If a diapers is starting to fit too tight then it's time to move up a diaper size.
