Yes if your foot is broken you should be able to wriggle your toes.
When I broke my foot a few years ago I was still able to wriggle my toes since my toes were not broken although the toes when wriggled were a little painful.
If you break both your toes and your foot then your toes may not wriggle.
If you break your foot your foot will usually swell up and sometimes the broken foot may be serious enough to need medical attention and sometimes the broken foot will heal on it's own.
