Society tolerates kids and toddlers and babies wearing nothing but a diaper in public but it's not acceptable to let your kid or toddler run around in nothing but a diaper in public places.
In public kids and toddlers should always be dressed fully with shorts or pants and s shirt etc in public and they should also be wearing shoes as well.
