Yes it is possible for the wind to lift someone up off the ground if the wind speed is high enough.
For the wind to be able to pick or lift someone up off the ground the wind speed needs to be 100 MPH or higher before it can lift you off the ground.
The wind at below 100 MPH could knock you over but if the wind gets above 100 MPH like in a hurricane the wind can certainly pick your body off of the ground and lift you into the air.
I was in a 180 MPH wind before during a hurricane and held onto a pole and it did lift me up into the air.
It was such short notice and I was walking down the street and saw a hurricane and the wind suddenly picked up so I grabbed onto a pole and I was actually lifted up into the air while holding on.
It was a fun but frightening experience.
