Can you wallpaper over peeling paint?

When you have peeling paint on a wall and want to wallpaper over the peeling paint you should remove the peeling paint first.

If you try to wallpaper over the peeling paint the wallpaper will not stick properly and you'll also have air bubbles and bulges in the wallpaper.

To be able to do a good wallpaper job you need to remove any peeling paint from the wall first and then wash the wall down.

Then apply the wallpaper paste and put the wallpaper onto the wall and use a roller such as a clean paint roller to roll the wallpaper onto the wall.

When I put wallpaper on my own wall I used a paint roller to help push out any air bubbles on the wallpaper and it helped to adhere the wallpaper to the wall easily.

Just roll the paint roller over the wallpaper until you see no air bubbles or gaps.

But the peeling paint must be removed because the wallpaper will not adhere or stick to the wall properly.
