Most people who do have a laminectomy are released from the hospital the same day so yes for most people the laminectomy is an outpatient surgery.
Unless there are any complications with the laminectomy you will be released from the hospital after a few hours or so in the hospital.
The hospital may want you to stay for a few hours after the laminectomy to allow you to recover and so they can monitor your health for at least a few hours.
Then if everything is fine then they should release you from the hospital and you'll need someone to drive you home until you recover.
So have someone available to drive you home or get public transportation.
