No the tip of your nose gets bigger and does not get smaller after rhinoplasty surgery.
You should not have rhinoplasty surgery if you have very thick in the nasal tip because of the rhinoplasty surgery making your nose even bigger.
If you have thinner skin in the nasal tip then having rhinoplasty surgery would be okay.
Some peoples noses do return to normal size after rhinoplasty surgery within about 3 to 6 months and some peoples noses stay the same size after the rhinoplasty.
Sometimes the swelling of peoples noses after rhinoplasty surgery lasts for as long as 12 months but after 12 months the swelling of the nose should be gone if your nose is gonna go back to normal.
