Your bottom radiator hose should be cold or cool but may sometimes be a bit warm.
The top radiator hose should be hot when the radiator and coolant is circulating properly through the radiator and engine.
So if your bottom radiator hose is cool or cold to the touch then your vehicle is likely operating properly.
The top radiator hose should build up pressure inside it and be hot but your bottom radiator hose should never get hot.
The bottom radiator hose may get warm a bit but never really hot.
The coolant that comes out of your bottom radiator hose has cooled your motor so if it's hot at the bottom radiator hose then your engine is not getting cooled properly.
