Yes you are considered homeless if you live in a hotel.

Even though you're living in a hotel and have shelter you are still usually considered homeless which can help you when you're trying to get assistance for food and other necessities.

You're considered not homeless when you have a permanent address or an address of a place that is not a hotel.

Even when you're couch surfing, staying at a friends house, families house etc you can still be considered homeless or at least housing insecure.

When you have your own address and house then you won't be considered homeless anymore.

Sometimes living in a hotel or motel room can be just as costly as renting a cheap home or cheap apartment.
