Yes freezing can and sometimes does cause icy roads.

As the freezing fog leaves water droplets on the road and other hard surfaces the fog then freezes and then leads to icy roads.

Freezing fog is also a common way for black ice to form.

So if you have freezing fog and you need to drive in the freezing fog you not only need to be careful about the fog and loss of visibility but also about the potential for black ice or even just plain old icy roads.

So yes be careful because freezing fog can make roads icy.

Black Ice is called black ice because it's a thin layer of ice on the roads surface that you really can't see and it's called black ice because of the color of the road it blends into.
