Yes Vinegar does help to remove cat urine odor and can help neutralize the cat urine odor in carpet, upholstery etc.

I've had good luck using vinegar and water to remove cat urine odor from carpets and upholster.

Vinegar is acidic and can offset and neutralize the bacteria in the cat urine.

Vinegar works to get rid of urine smells in other things as well.

I used to spray my kids mattress down with Vinegar and water and let it sit for 10 minutes and then use an upholstery cleaner with some more vinegar and also a cleaning solution for upholstery to remove urine out of his mattress when he used to wet the bed.

You can also buy some urine neutralizer at pet stores or Walmart that also work to get rid of cat urine odor as well as other urine odors.
