Vicks Vaporub should not be put in your nose because it can be toxic when it is put internally into your body through your nose or anywhere else.
The camphor that Vicks Vaporub contains can be absorbed through mucous membranes when it's placed inside your nostrils so you should never put it inside your nostrils.
If you need to use the Vicks Vaporub to help with congestion or a stuffy nose you can place the Vicks Vaporub under your nose which will help you breathe in the Vicks Vaporub and help with the stuffy nose and congestion.
When I have a stuffy nose I just apply some Vicks Vaporub under my nose and my stuffy nose starts clearing up and I can breathe again.
You can also put some Vicks Vaporub in your humidifier near where the steam is put out.
