As long as you can safely install the electric meter box yourself and know how to properly wire it then yes a homeowner can install their own electric meter box.

You need to make sure you have the electric meter box installed at the proper height and use the correct seals and conduit to keep water and moisture out of the electric meter box.
Also the correct wiring and grounding.

The electric lineman will inspect the box and make sure it's wired properly before they turn the power on and if they turn it on then it passed.
