Can I sue the state if another driver hit me and had no insurance?
Another driver hit my car and they had no insurance? Can I sue the state for the other driver not having insurance?

No you can't sue the state. Even if you did then you wouldn't get anything from the state.
You should talk to your insurance company and your insurance should have uninsured motorist coverage which should take care of the damages on your car.
