Some beaches do allow dogs to be on them with you as long as they remain on a leash and are well mannered safe dogs.
If the dog is one that will bark at or growl at strangers a lot then you shouldn't bring that dog onto the beach but if the dog is a well mannered dog that gets along with others then it would be okay to bring the dog onto the beach as long as they allow dogs.
Some beaches allow dogs on them and some do not.
It's up to the individual beach but most beaches I've been to allow dogs as long as you pick up their poop and they remain on a leash at all times.
Other beaches allowed dogs and if they were well mannered dogs could be off the leash because I saw some running and catching frisbees.
