People do cry when they are sad and also cry when they are happy but the tears are really the same exact tears but produced from different emotions.

When you're happy your emotions for being happy kick in and then tears are produced because of the happiness and when you're sad your sad emotions are working and then tears are being produced from those sad emotions.

Tears that are caused by happiness or sadness are called Physic tears and tears that are working to lubricate your cornea are called Basal Tears.

The Physic Tears are different from the Basal Tears but the Tears that come when sad or happy are the same Physic tears although they may come from different eyes.

Yes, there can be tears in either case, but you must understand that tears are a sign of a high emotional experience, usually sadness causes us stronger emotions, but sometimes happiness can also cause tears. In order to distinguish tears of happiness from tears of sadness, you need to have a developed emotional intelligence, it really helps to distinguish other people's emotions and perhaps even direct them in the direction you need. I can share with you this article https://www.robertgilljr.com/how-to-measure-happiness/ on how happiness arises and how you can measure it. It seems to me that such articles on psychology are very useful for people who want to better understand their emotional state, respectively, to better understand the emotions of other people.
