If a newborn stops breathing and doesn't get oxygen within 1 minute then they can begin to get brain damage within that 1 minute.

Everyone needs oxygen to survive and without oxygen the brain cells die and then eventually the whole body dies so if your newborn or anyone else stops breathing then you need to perform CPR right away and get medical attention on the way as well.

Newborns can suffer brain damage that is irreversible sooner than an adult can but anyone who stops breathing can suffer brain damage once they start going without oxygen.

So if the newborn stops breathing and doesn't get oxygen within 1 minute they suffer brain damage because brain cells start dying, within 3 minutes more serious brain damage occurs, after 10 minutes without oxygen even more serious brain damage will happen and the newborn or other person is likely to not recover.

And if the newborn or anybody else goes without oxygen for 15 minutes or longer then they will usually never recover and possibly be completely dead.

And if they do live they will likely get into a vegetable state.
