The rarest big and wild cat in the world is the Amur Leopard.

The Amur Leopard has actually doubled in population which is a good thing and may not be so rare in the future but as of now it's the rarest big cat in the world.

The rarest house cat in the world as of now is the Turkish Angora followed by the other cat breeds such as the American Bobtail, European Burmese, Chartreux, Korat, Havana Brown, Burmilla and the laPerm cat.

All those cats can be expensive to buy unless you can get one for free.

All rare cat breeds are usually the highest cost cats when it comes to purchasing one from a breeder but if you can afford it those cats will be a good cat to have around.
