Was Hurricane Harvey an act of God?

Most insurance policies state that natural disasters including hurricanes are an act of God?

So was Hurricane Harvey something that God did? If so he's a heartless a hole to be destroying peoples homes and killing people like this.

Not really because there is no god. God is fake but if it were an act of God then he would be a terrible person to cause those tragedies.
