The top radiator hose should be hot and the bottom radiator hose should be warm once the engine has been run for awhile.
At first your bottom radiator hose may be cold to the touch while the top radiator hose is hot and that is normal.
But if you drive your car for 10 miles or more and the top radiator hose is hot but the bottom radiator hose is still cold and not at least a bit warm then your radiator could be clogged and not allowing the coolant to flow through the radiator properly.
But the top radiator hose should be much hotter than the bottom radiator hose which is very normal and nothing to be worried about.
