Any of the Jury Duty Summons I get in the mail through USPS are sent regular mail and not certified mail.
So in my experience the Jury Duty Summons are not sent certified mail and require no signature for delivery and even if the jury duty summons were sent by certified mail you can always just refuse to sign for the certified mail.
Whenever I receive a jury duty summons in the mail it goes into the shredder and gets shredded up and then trashed.
I have received jury duty summons several times before and never replied to them and I have never gotten into trouble or gotten a warrant for my arrest.
I've appeared in court for other things and the jury duty was never brought up.
Police have ran my drivers license as well during traffic stops and I've never been arrested for refusing to respond to a jury duty summons.
The courts like to scare you and threaten you into complying with the jury duty summons so they use the arrest or fines as a scare tactic.
In reality they cannot prove you even got the jury duty summons because it's not sent certified mail.
So if you do not want to go to jury duty then just destroy the jury duty summons and never respond to them.
