In some states such as New York the building codes now require that any public building, such as a store, food establishment etc who has customers and has public restrooms that they are required that they have baby diaper changing stations in the restrooms.

That includes both the Woman's and Men's Restrooms.

It used to be that only Woman's Restrooms had baby changing stations but a lot of people forget that even dads change their babies diapers.

So now Men's Restrooms must also provide a baby changing station in the restroom to allow the men to change their babies diapers.

Not all states require diaper changing or baby changing stations in their restrooms though but it's a good idea to have baby changing stations and changing tables in all restrooms where they serve the public.

If the business doesn't cater to or allow kids in the place such as a high in food establishment then they might not need a changing table.

But other places should install diaper changing tables in their restrooms.
