Yes you can use your chime bank account card to withdraw money from the chime card as long as you have enough money on the chime card.
You just take the chime bank card to any ATM machine and use the Chime card just like any other debit or credit card to withdraw cash from the ATM machine through the Chime card.
You might be charged some normal ATM machine fees for withdraw of the money but other than that there's no other charges to get money off your Chime Card.
You can also use your Chime card online for purchases or even in stores to buy things just like a regular debit card.
Chime is sorta like a checking account although you don't get checks with the chime bank account and only use the card to pay for things and withdraw money.
You can then have your paycheck or government check or other money direct deposited to the chime account so that you can have access to your money.
