There's nothing wrong with installing new insulation over the old insulation such as in your attic where you don't have to worry about the insulation bulging out too much.

But in walls you should remove the old insulation first and then install the new insulation inside the walls so that the drywall will fit over the insulation properly.

Also if the insulation is dirty in the attic then you might want to just remove it because that will get rid of the dust and dirt in your home which makes it healthier.

Then just add the correct R Value insulation to your home and then the house will stay warm in the winter and cool in the summer.

Adding the correct insulation to your homes walls, attic and even floor can help save you money on your energy bills and keep your house warmer and cooler.
