Yes gasoline does lose it's octane rating overtime and the longer the gasoline sits unused the more octane the gasoline loses.

So overtime the gasoline loses it's ability to ignite properly in the gasoline engine so it can make your engine hard to start or it can make your vehicle not start at all and can cause engine stalling.

Gasoline starts to lose it's octane rating after around 30 days and after 30 days the gasoline degrades even more until eventually it loses it's ability to start a vehicle at all.

You can smell gasoline when it's old and when the gasoline is fresh and the gasoline will have different smells to it.

The old gasoline will also change colors when it becomes stale and old.

If your vehicle has older gasoline in it then it needs to be removed and replaced with fresh gasoline.
