Yes a special education student can indeed be suspended and expelled from school if the special education student gets too far out of control or breaks too many rules.
Usually special education students are less likely to be expelled as soon as regular students because the school knows that special education students may act up more and get into more trouble than regular students.
But even if the student is special education eventually if the special education student breaks enough rules or gets too far out of control for the teachers and school staff to handle then the student will eventually be suspended or expelled.
You can then enroll the special education student in another school in another school district but you need to live in the location where your child is going to school before they will enroll the student.
