Yes STD or Sexually Transmitted Diseases can be passed onto someone even without the person ever having sexual intercourse or being sexually active.

You can catch the STD viruses through kissing or even through genital contact or touching even though you may not have actually had sex with the person.

Kissing even someone as a show of love and not even for kissing as a partner but even if you kissed your Grandma or Grandpa you could then catch an STD if your Grandma or Grandpa had or has an STD.

So yes you could get an STD even if you never had sex or been sexually active.

However if you or your partner never had an STD then you cannot catch it from your partner.

If you've ever kissed someone before and they had an STD even if you didn't have sex with that person and only kissed that person then the STD can also be spread through Saliva.
