Minors do have the right to patient confidentiality when it comes to seeing doctors.

However the minors parents can be told about the child's or minors medical records and also has the right to the medical records of the minor.

The Privacy Rule grants parents access to their children's or minors medical records and the doctor can divulge information about the minors medical problems to the parents without the child's consent.

A parent has the right to know about the child's or minors medical conditions unless you are emancipated as a minor and have special paperwork in place saying that the doctor must not talk to the parents.

Now the doctor cannot give information about the minor to non parents or other people as that would violate their rights.

But the child cannot keep their medical information or medical records from the parents especially if they are under 16.
