The states that require you to surrender or return your license plates to them upon selling your vehicle or moving out of state are Alabama, Alaska. Arizona, Connecticut.
All other states I have lived in don't require you to surrender or return your license plates to them when you move out of state or sell your vehicle.
I've been able to keep my old license plates from other states without needing to return them.
In reality you should never have to return the license plates to the state because you actually bought and should own that license plate.
But the states of Alabama, Alaska. Arizona, Connecticut require you to return your license plates to them.
