Yes dogs just like humans can dislocate the bones in their front legs as well as any other legs.

Dogs are also subject and prone to strains and sprains of their joints so if the dog gets injured and hurts it's leg it's possible for the dog to dislocate it's leg.

If your dog dislocates it's leg you should take the dog to the vet to have the leg put back in place properly and to prevent any health problems or pain the dog could be in.

If the dogs foreleg has any swelling or has weakness in it's leg then they might have dislocated their front leg or other leg.

I would take the dog to the vet if you can afford to do so.
