A landlord is not allowed to go through a tenants belongings and can get into trouble if the landlord does go through your stuff.

However in an emergency a landlord could move your stuff out of a closet or cabinet to get to water pipes or other emergency repairs.

But they cannot go through your stuff nor can they throw out your stuff without your permission.

I had a landlord that had to get my clothes and stuff out of my closet when I was away at work due to an emergency where a water pipe burst above and caused water to start going into the closet below.

He just removed the clothes and stuff and placed it in the living room and he called me at work letting me know what was going on.

So a landlord can legally move your stuff around in an emergency but they cannot just go through your stuff and inspect.

The landlord must also give you at least 24 hours notice before entering your apartment or house for inspection but for an emergency situation they can enter the home at anytime.
