Some seeds do require drying them or require several cycles of cold and warm before you can plant them and before they will germinate.
However not all seeds need to be dried or go through a warm and cold cycle before they will germinate or before planting them.
If the seeds say to dry them before planting then you must dry those seeds before planting otherwise they will not germinate and grow.
So if in doubt it would always be best to just dry the seeds before you plant them so that they will germinate properly.
Most seeds I plant though never require them to be dried and I just plant them in the pot or plant them in the garden and they've always grown and germinated properly.
